In the City of Los Angeles, the two most common planning processes are the Land Use (entitlement) Permit Process and Public Participation in the Community Planning Process. The Land Use (entitlement) Permit Process is the process an individual goes through when they plan to develop or use their property. The Public participation in the Community Planning Process is the process the city goes through to either adopt a new community plan/planning tool or update an existing one. Both processes identify the steps where the public, including Neighborhood Councils, can provide input in the planning process.
