Clean Up Green Up Strategies in Boyle Heights, Pacoima, and Wilmington

On June 19, 2013, the City Council approved the Clean Up Green Up Trust Fund Ordinance which directs the Department of City Planning, as the lead, with the assistance of various other departments and offices, to undertake a two-phased approach to implement the Clean Up Green Up pilot, as outlined in the December 3, 2012 DCP report.

  • Program Goal
    • The goal of the Clean Up Green Up pilot is to address the cumulative health impacts of industrial land uses adjacent to homes, schools, parks and other sensitive users starting in portions of Boyle Heights, Pacoima, and Wilmington that have determined to be communities most impacted from an over concentration of industrial pollution sources. Clean Up Green Up will propose the development of land use-related performance standards for new or expanding projects coupled with City-led efforts to assist and incentivize existing businesses in their effort to comply with current environmental regulations.

  • Work Program

    • The two primary implementation components of Clean Up Green Up are the establishment of "Green Zones" and the eventual creation of an Ombudsperson's Office. Staff has developed a two-phased approach that include research and recommended strategies for implementing Clean Up Green Up in the communities of Boyle Heights, Pacoima, and Wilmington; this approach is outlined in the December 3, 2012 DCP report.

      Phase 1: will include extensive mapping and analysis to understand existing inspection and enforcement efforts (waste water, storm water, air quality), funding resources, fees and other relevant programs (voluntary pollution prevention compliance, brownfields, waste assessment and resource conservation education), along with in-depth research to identify potential land use-based performance standards and potential funding opportunities.

      The intermediate/adoption phases: are included here to highlight DCP’s report back to the City Planning Commission (CPC), Planning and Land Use Management Committee (PLUM) and City Council as part of the policy adoption process. This process includes hearing notification requirements, public hearings, draft/final reports, ordinance maps, City Attorney review, City Clerk submittals and so forth.

      Phase 2: will include establishing the ombudsperson to develop a business outreach strategy, coordinate local support services and incentives for industrial business, build awareness of new land use-based performance standards, and prepare a long-term funding and organizational strategy.
