Project Description

Original Project: The Original Project analyzed in the Draft EIR proposed a 2,300-unit for-sale stacked townhome and condominium development in 4-6 story buildings (with an overall density of approximately 37 units per acre), including approximately 10,000 square feet of ancillary retail use to serve the convenience needs of residents. Twenty-five percent of the proposed units (575 units) would be reserved as senior housing pursuant to California Civil Code Section 51.3 (age 55 and above). Approximately 40 percent of the Original Project would consist of landscaped common area, including an approximately six-acre public park to be dedicated to the City of Los Angeles. The Original Project would also provide a new public street from Western Avenue to Mary Star of the Sea High School. The Project site is approximately 61.5 acres. The Original Project would involve the demolition and removal of all existing improvements on the site, which include 245 residential units, a 2,161-square foot community center, and a 3,454-square foot retail convenience facility which were constructed in approximately 1962 by the U.S. Navy for the purpose of housing and accommodating personnel stationed at the Long Beach Naval Shipyard. The site (formerly known as "San Pedro Housing") was closed in the late 1990s. The Original Project would require approximately 1,470,000 cubic yards [cy] of earthwork. Grading would be balanced, and no fill material would be imported to or exported from the Project site. Requested entitlements for the Original Project included a General Plan Amendment, Specific Plan, Vesting Tentative Tract Map, and Development Agreement.

Revised Project Description: Subsequent to the circulation of the Draft EIR the applicant proposed reductions in the Project (the "Revised Project"). The Revised Project reduces the total number of units proposed from 2,300 to 1,950 (reducing the overall density of the project to 32 units per acre). 1,000 of the units of the Revised Project would be stacked townhomes and condominiums in 3-4 story buildings. Approximately 850 of the units of the Revised Project would be restricted as senior housing pursuant to California Civil Code Section 51.3. 370 of the non-age restricted and senior units would be set aside for sale to workforce households. The remaining 100 units of the Revised Project would be 3-story attached townhome units with private garages. The Revised Project would continue to include a maximum of 10,000 square feet of retail uses, as well as the public park and private recreational amenities proposed by the Original Project (consisting of approximately 40% landscaped common areas). The Revised Project continues to propose a road connecting Mary Star of the Sea High School to Western Avenue. The Revised Project requests the same entitlements proposed in connection with the Original Project. The Revised Project site plan is generally consistent with the site plan for the Original Project, with the one hundred 3-story attached townhomes located in the central portion of the project area where stacked flats and stacked townhomes were previously proposed. The Revised Project would continue to involve the demolition and removal of all existing improvements on the site. The Revised Project would require approximately 837,000 cubic yards [cy] of earthwork. Grading would be balanced, and no fill material would be imported to or exported from the Project site.
